Nun liegt das Abschlussprotokoll der 23. Konferenz der IARU Region 1 vor. Da gibt es viel Interessantes zu lesen.
Für Telegrafisten dürfte die folgende Empfehlung von Bedeutung sein:
Recommendation VA14_C3_REC_21
1. Considering the established practise in use by the majority of amateur radio operators, IARU Region 1 recommends that well established CW proce-dures can still be used, in addition to the alternative procedures introduced in the book “Ethics and Procedures for the Radio Amateur” by ON4UN and ON4WW. The IARU Administrative Council endorsed the principles set out in the booklet.
2. The recommended CW (and digital mode) operating procedure involves the following:
a) “K” is an invitation to transmit at the end of transmission.
b) A station ending the transmission with “AR” alone is not inviting callers.
c) “K” is also the most common ending of a general “CQ” call.
3. That maximum publicity should be given, via member societies and oth-er available channels, to this recommendation.
4. That the Region 1 Executive Committee is instructed to bring this result to the IARU Administrative Council at the first possible opportunity.

Damit dürfte der Fall wohl geklärt sein. K heisst “Bitte kommen” und gehört an den Ende eines CQ-Rufes. AR heisst “Ende der Mitteilung”. Punkt. Schluss. Basta. Ende der Diskussion. Es ist kaum damit zu rechnen, dass die anderen Regionen diesen Beschluss umstoßen werden. Die Amis haben sich bisher einen Schranz in Bauch gelacht ob der paar belgischen Amateure, welche das altgediente VA14_C3_40 IRA Conflicting CW Procedure
Ebenfalls für Telegrafisten interessant ist der beschlossene Bandplan für das 630m Band:
Geändert hat sich also nichts. Auch ohne Direktive von oben wurde dieser Bandplan bisher eingehalten. Ein Gentleman-Agreement eben. Funktioniert leider wohl nur noch auf Lang- und Mittelwelle.
Ein weiterer Beschluss aus Varna, der die Telegrafisten betrifft, ist folgender:

In order to facilitate inter-Regional sharing amend band plan as follows:
Main Table: 144,000 – 144,025 MHz, 2,7 kHz Max Bandwidth, Satellite space-to-Earth (downlink) x
Footnote x: No transmission shall be made below 144,0025 MHz
Further, recommend provision of an update to IARU Regions 2 and 3, regard-ing the Region 1 implementation
